State Treasury Providing Student Loan Assistance

The Michigan Department of Treasury today announced Michiganders who have student loans guaranteed by the state will be provided assistance during the COVID-19 pandemic.

Collection activities on delinquent Federal Family Education Loan Program (FFELP) student loans, made by a financial institution and serviced by the Michigan Guaranty Agency, will be halted until Sept. 30, 2020.

“College students should not have to worry about defaulting on their monthly loan payments during the continuing, unprecedented public health crisis,” Gov. Gretchen Whitmer said. “This program will help alleviate a tremendous amount of stress from students with financial hardships as they determine the next steps in completing their education and competing for jobs in the 21st century workforce.”

The state Treasury Department has stopped all wage garnishments and offsets to pay outstanding FFELP student loans serviced by the Michigan Guaranty Agency. Borrowers who are currently in repayment agreements will not be penalized if a payment is missed through Sept. 30, 2020.

“The COVID-19 pandemic is both a public health emergency and an economic emergency,” State Treasurer Rachael Eubanks said. “If you are encountering financial hardship and cannot pay your state-backed student loans, please contact us so we can walk through your options for assistance.”

Individuals who have FFELP loans serviced by the Michigan Guaranty Agency and are encountering repayment issues are encouraged to call 1-800-642-5626. Service representatives can discuss payment options with borrowers.

Some FFELP loans were made by private lenders, and guaranty agencies insured these funds. Since 2010, no new FFELP loans have been issued by the federal government.

DNR to allow open burning; permits still required

Just over a month since it suspended open burning across the state in response to COVID-19 concerns, the Michigan Department of Natural Resources announced that it will begin issuing burn permits starting today.

“We’re going to issue burn permits based on local fire risk and weather conditions, just as we have always done,” said Dan Laux, fire section supervisor for the DNR’s Forest Resources Division. “We still expect people to practice social distancing and use good sense to prevent the possible transmission of the COVID-19 virus.”

Laux said that firefighters, now with a month of experience during the COVID-19 emergency, have better protocols in place to slow the spread of the virus.

The DNR issues burn permits online at Michigan.gov/BurnPermit if weather and fire danger conditions are favorable. In most of the southern Lower Peninsula, burn permits are issued by local fire departments and local government offices. Make sure to check local regulations before you burn.

Open burning of yard debris and brush were suspended March 26 to make firefighters available for emergencies related to COVID-19 and to protect first responders. With more favorable fuel conditions occurring as Michigan moves toward the “green-up” of vegetation where plants and trees are leafing out and filled with sap, fire potential can now be regulated based on local fire danger ratings. These ratings are based on weather conditions, including anticipated wind and rain.

Year after year, burning yard debris is the top cause of wildfires in Michigan. People who want to burn are still expected to check in at Michigan.gov/BurnPermit to make sure fires are allowed on the day they want to burn.

Canterbury Village offers drive-in movies during pandemic shut down

The Canterbury Village in Orion Township has been on ice for a couple months.

“We’ve shut down completely – our restaurant, shopping, and banquet so very quiet,” said Keith Aldridge, Canterbury Village owner.

But just this weekend Aldridge was talking with his friend who runs concerts and has access to a giant LED screen – when an idea hit like a low wattage bulb.

“We said ‘Wow maybe that will work.’ We set it up yesterday and people were stopping by asking what it was,” Aldridge said.

It was the makings of drive in movie theatre.

“We have a five-acre field. We are only going to limit it to 165 cars to make sure people are spread out and social distancing,” he said.

That buys you a 20 square foot parking spot. The restaurant on-site will deliver food and you supply the soundtrack.

“Just an FM channel that we picked out,” he said. “You tune in and you don’t have to roll down your window to listen or anything.”

The movie schedules are set for Thursday, Friday, Saturday and Sunday. But if it is a hit, it could continue.

The idea is old school in its premise, but modern enough to get the blessings of the township supervisor and sheriff’s office as long as they are not violating the governor’s executive orders.

“As long as we keep with the social distancing. they have no problem,” Aldridge said.

(LANSING, MICH) Governor Gretchen Whitmer and the Michigan Department of Insurance and Financial Services (DIFS) announced that Michigan’s auto insurer rate filings approved by DIFS will provide savings to Michigan’s drivers, that not only equal, but exceed, the law’s required reductions of average statewide per vehicle premiums. In its review, DIFS rejected Personal Injury Protection (PIP) filings that used any rating factors not permitted under the new law, such as sex, marital status, home ownership, or zip code, requiring companies to resubmit each filing with prohibited factors removed. For the first time, all filed rates were reviewed by outside independent actuaries to confirm compliance with the law.

“This is great news for Michigan drivers and their families,” said Governor Whitmer. “Last year, we worked across the aisle to pass a historic, bipartisan auto insurance reform to bring down costs for drivers everywhere. It’s great to see that it’s paying off for Michiganders, especially during a time when drivers may need extra money in their pockets. I look forward to continue working across the aisle to ensure lower rates for Michiganders.”

Under the new auto insurance law, which takes effect for policies that issue or renew after July 1, 2020, Michigan drivers will now have a choice in the amount of PIP medical coverage to purchase on their policy. These choices equal or exceed the highest benefits in the country, and Michigan is the only state where unlimited PIP medical continues to be an option.

PIP Medical coverage pays allowable expenses for medical care, recovery, rehabilitation, and some funeral expenses, and typically represents almost half of an individual driver’s premium. Even when adjusted for statutory increases in Bodily Injury coverage (BI), the filings continue to show savings better that what the law required. Pursuant to the new law, rate reductions are shown as statewide averages and are required for eight years. Auto insurance premiums are very individual to each consumer and may vary based upon such things as driving record, miles driven, and coverages selected.

As of April 24, 2020, the initial six filings approved represent a quarter of Michigan’s auto insurance market. The aggregated data shows that the average, statewide PIP medical reductions exceeding the statutory requirements as follows.

Early on, there were concerns raised in the media that PIP Medical reductions would be negated by statutory increases in BI Coverage limits, but that is not the case:

“These filings show statewide savings exceeding the law’s requirement at each PIP coverage level,” said DIFS Director, Anita Fox. “Michiganders can also choose a coverage that best fits their family’s needs and budget, and can expect savings for each option.”
